  • The AI is metered. Professional includes 2,500 credits per seat per month, pooled across the team and refreshed in full each cycle. Boost raises a seat to 5,000 or 12,500 credits, but Boost pricing is not published. Loxo AI Chat is billed by usage that varies with the model and the request, so it is not a fixed cost inside the seat price.
  • Annual, paid up front, as a limited-time offer. Both priced tiers are annual plans paid up front, and both are labelled a new-customer limited-time offer on the pricing page; no monthly billing is published.
  • Migration is free only for some. Migration into Loxo is free for Core teams of three seats or more; below that it is guided self-serve, and Professional, Enterprise and complex migrations are scoped as fixed-price packages.
  • The product is the graph. Loxo calls itself a talent intelligence platform, and the 850M+ professional graph is what the Professional price pays for. Where Loxo is ahead of Kepler. Kepler has no sourcing database of its own, so it cannot replace Loxo Source. Recruiterflow is an ATS and CRM for boutique and mid-size agencies built around outbound sequences and automation recipes, and the closest substitute for Loxo on this list: AIRA Source covers 850M+ profiles from inside the product, with phone and email finder agents, and its AIRA agents — Notetaker, Matchmaker, Field Updates, Submission and Task — cover the same ground as Loxo’s agentic workforce.

Pricing. The matched plan is the AIRA Plan, the tier carrying every AIRA agent, omnichannel communication sync and custom BI dashboards; its price is listed as “Let’s chat custom pricing” (recruiterflow.com/pricing, 13 Sep 2026). The cheaper Platform Plan is USD 119 per user per month billed annually or USD 149 monthly and has none of the agents. Self-serve Excel and CSV import is free; white-glove migration is paid, priced by data volume, and typically takes six to eight weeks, with a fee waiver discussed only on multi-year contracts.

Crelate is a US-weighted recruiting CRM for boutique and mid-size agencies with a strong pipeline UI and an optional back office. Like Loxo, its AI looks outward: the Discovery Agent searches an external pool Crelate describes as up to 1 billion people and 20 million companies, and Crelate Deliver adds a back office for firms with lighter contractor volume.

Pricing. The matched plan is Business Plus, the tier with the Advanced AI Assistant, automation and sequences, business-development workflows and the full API; it is priced “Custom, per user, paid annually” with no public figure (crelate.com/pricing, 13 Sep 2026). Business is USD 119 per user per month paid annually or USD 149 monthly without those; Essentials is USD 85 paid annually, capped at two users and 20,000 contacts. Texting, email campaigns, eSignature and contact enrichment carry an additional fee on every tier, and data migration is a separate Standard or Advanced package scoped by sales.

Where it is ahead of Kepler. Crelate Deliver runs assignments, timekeeping, invoicing and payroll export inside the platform, and Kepler has no back office of any kind. Crelate’s Discovery Agent searches an external pool of around a billion profiles; Kepler sells no candidate database. Crelate lists business-development workflows on Business Plus, texts contacts from the browser and from Crelate Connector, its iOS and Android app, and lists ISO and SOC 2 compliance among the enterprise options on its Platform tier. Bullhorn is the incumbent: the broadest ecosystem in the category and the heaviest to run, sold to enterprise staffing and large agencies. It is the alternative when the sourcing question is secondary to the back office: Bullhorn One captures time and expense, raises invoices and runs payroll, its Marketplace lists 300+ pre-integrated partners, and its Amplify digital workers include prospecting and enrichment skills.

Pricing. The matched plan is Bullhorn Pro, the small-agency tier that carries AI search and match, Amplify Chat and AI call transcription; it is quote-only (bullhorn.com/small-agency-software/pricing, 13 Sep 2026). Bullhorn Starter is USD 99 per user per month and Core is USD 165 per user per month, neither with Pro’s AI or the recruitment CRM; published prices exclude VAT and the billing basis is not stated. Implementation is free on Starter, Core and Pro; Onboarding and Back Office are optional and priced separately.

Where it is ahead of Kepler. Bullhorn’s integrated back office and pay-and-bill, its 300+ partner marketplace, its stated 10,000+ companies on the platform and more than 25 years in the industry, its SOC 2 and ISO 27001 compliance statement, SMS campaigns in its Automation editions, and VMS automation, onboarding, credentialing and middle office are all things Kepler does not have. 5. Recruit CRM

Recruit CRM is a broad, inexpensive ATS and CRM for small and mid-size agencies worldwide, priced aggressively per seat. It is the alternative for an agency leaving Loxo on cost, and it covers a lot of ground: timesheets and invoicing, bulk SMS, in-product calling, job multiposting, native mobile apps, and AI Sourcing that searches across the internet with natural language.

Pricing. The matched plan is Business at USD 135 per user per month billed annually or USD 159 monthly, the first tier with the fifty-match AI matching allowance and open API access (recruitcrm.io/pricing, 13 Sep 2026). Pro at USD 95 annual or USD 109 monthly has two AI matches instead of fifty and no MCP or API. Spott is an AI-native ATS and CRM, EU-weighted, and the closest peer of both Loxo and Kepler in ambition. It ships many discrete AI features — CV diffing, enrichment, matching, inbound triage, call mining, scorecards — rather than one assistant, with an MCP server for cross-record work in ChatGPT or Claude. It sells no sourcing graph; its enrichment finds contact details for people already on your records.

Vincere is a recruitment operating system with a wide module list, sold to mid-size agencies in the UK and APAC and now part of The Access Group. It is the alternative for an agency whose growth is temp and contract rather than retained search, because Vincere TimeTemp covers timesheets, shift scheduling, pay rules and invoicing. Vincere’s AI — Copilot, candidate scoring and a content optimiser — comes as a Smart Pack added to the licence.

Pricing. The UK page publishes the CRM and ATS licence from GBP 69 per user per month billed monthly, plus the Base Smart Pack, which carries the AI, from GBP 25 per agency per month; no annual figure is published and the page says pricing varies and offers a tailored quote (theaccessgroup.com, Vincere pricing, 13 Sep 2026). The enrichment agent, chatbots and CRM automation need the Automate pack, from GBP 235 per agency per month, and advanced analytics and third-party connectors are paid add-ons.

Where it is ahead of Kepler. Vincere TimeTemp covers timesheets, leave, shift scheduling, pay rules and self-bill invoicing, with Access FastTrack360 Evo for payroll beside it; Kepler has no back office. Vincere multiposts jobs through Broadbean and idibu, sends SMS from the record, ships iOS and Android apps, runs recorded video interviews through Vinneo, offers candidate-facing portals, sits inside a large software group with a shared implementation organisation, and puts its base at 22,000+ recruiters. Which Loxo alternative should you choose?

If you are leaving Loxo but still need to buy reach — a new vertical, a market you have no coverage in — the honest answer is Recruiterflow or Crelate, because both sell sourcing from inside the product and Kepler does not. Recruiterflow if the desk runs on multichannel sequences; Crelate if you also want an optional back office. Both put their AI on a quote-only tier, so get the number before you compare.

If your real asset is the database you already have — years of CVs, notes, email threads and call transcripts that no keyword search reaches — Kepler is built for that problem. One assistant reads all of it and can act on the answer behind an approval step, and the price is USD 99 per user per month with the API, the AI allowance and the migration inside it.

If you place contractors and need pay and bill in the same system, Loxo was never the natural home and neither is Kepler. Bullhorn for enterprise scale and a partner marketplace, Vincere for UK and APAC temp desks inside The Access Group, or Recruit CRM if the budget is the constraint.
